A delegation of eight specialists from the Ukrainian Ministry of Digital Transformation visited Ukrainian institutions and companies this week to learn in detail about the process of creating and regulating chips and semiconductors
A four-day study visit by a delegation from the Ukrainian Ministry of Digital Transformation to learn first-hand about Spain’s experience in chip and semiconductor construction and regulation concludes today.
Ukraine is currently developing a National Semiconductor Strategy and is working on the first draft legislation to harmonise its standard with the European Chips Act. The aim of this Act, which entered into force in September 2023, is to reaffirm Europe’s competitiveness and resilience in semiconductor technologies and applications to help achieve the dual digital and green transition.
Spanish Cooperation is supporting the country to carry out a diagnosis at European level on semiconductor legislation and on Ukrainian legislation in this regard, in addition to a global analysis of the industry to stimulate its positioning in this market. This is one of the objectives of the EU4Digital project, led by FIAP, which is supported by the Ministry for the Digital Transformation and Civil Service.
‘We usually think that to have progress in digitisation it is necessary that this is a stage after a certain socio-economic progress. The case of Ukraine shows that digitalisation is possible in the midst of institutional disruption, as much as in the midst of war. Ukraine is currently the 5th country in the world in digital governance according to the UN index, and its progression from number 102 to number 5 has been in less than 10 years’, in the words of Miguel Angel Lombardo, coordinator of EU4Digital.
The agenda included exchanges at the Institute of Photonic Sciences (ICFO), the Institute of Microelectronics of Barcelona, the National Supercomputing Centre (BSC), the Valencia Silicon Cluster and the IMDEA (Madrid Institute for Advanced Studies), among others.
This study visit provided an overview of the national semiconductor and chip industry and its legislation, promoted relations with public institutions and facilitated contacts with companies to build bridges for innovation and technological development in Ukraine.
